Overview

The purpose of this steering group is to act as the Special Educational Needs (SEND) and Alternative learning Provision (AP) operational level group to lead improvement across the South West.

The steering group will bring together key partners to drive operational improvement in the region as outlined in the SW SEND plan.

The steering group will use data and information from the region to shape and define networks and events such as the SW SEND Conference, Oake Manor Events and Master Class sessions.

This group subsumes previous iterations of the SW SEND steering group and the SW SEND Network steering group and reports to the SW SEND strategic steering group.

The operational steering group aims to produce coherent operational direction and based on the identified needs of the region to meet the milestones and actions outlined in the SW SEND regional plan.

The work of the operational steering group will be based on cooperation, partnership and coproduction.

It is expected that members will represent the views of the groups they represent and will feedback to the groups on their work.

The current plan is to meet four times per year, with dates set a year in advance.

Membership of the group will be for the life of the SW plan 2-3 years.

Membership

Expressions of interest in joining the operational steering group will be sought by the SW SEND Coordinator.  Letters of appointment will then be sent to successful applicants. A balance of local area partnerships across the strategic and operational steering groups is aspired to.

Membership will be for the life of the SW SEND Plan – 2-3 years.

Like the strategic steering group, there are three levels of membership:

  1. Core convening member – Responsible for agenda setting and direction of travel. Participates in all meetings and may be called on to present reports.
  2. Ordinary Member – Participates in all meetings and may be called on to present reports.
  3. Flexible Member – receives minutes and is invited to relevant meetings and to present reports.

The region will provide a central secretariat function to successfully administer meetings and ensure meeting documents are available to all members in a timely fashion.

At a minimum, the SEND and AP regional steering group should:

  • Meet at least four times per year. 
  • Make meetings accessible to all members, this means considering holding meetings at different times of the day and holding virtual/hybrid meetings.
  • Ensure meetings are a sufficient length to discuss every agenda item and provide details on how members can add agenda items.
  • Allow members to nominate a relevant person if they are unable to attend.

The SW SEND and AP Operational Steering group Terms of Reference will be reviewed on an annual basis.
